Baldwin Named Interim DFPS Commissioner
Texas Health and Human Services Executive Commissioner Tom Suehs has asked Howard Baldwin to serve as interim commissioner for the Department of Family and Protective Services (DFPS).
DFPS Commissioner Anne Heiligenstein is retiring Sept. 30. Baldwin, a lawyer with more than three decades of human services experience, will take over as interim commissioner Oct. 1.
“I want to thank Anne for the job she’s done at DFPS,” Suehs said. “It’s important that we keep up that momentum and that we have strong legal leadership at the agency. I’m confident that Howard’s background in human services and his legal skills mean the agency will be in good hands.”
Baldwin currently is interim executive director of the Texas Department of Rural Affairs. He’s a former chief operating officer and senior attorney in the Office of the Attorney General, and he worked at the Department of Protective and Regulatory Services – which later became DFPS – as the deputy director in the 1990s. Baldwin also has experience in family law and was a board member of the Texas Court Appointed Special Advocates.
Baldwin is a graduate of the University of Texas at Austin and St. Mary’s University, School of Law.
