Next Steps and Timelines

The Texas Health and Human Services Commission submitted a draft concept paper in December 2007 to the U.S. Department of Health and Human Services, Center for Medicare & Medicaid Services (CMS).  HHSC submitted a waiver request to CMS on April 16, 2008.

Preliminary planning timelines (subject to direction by the Medicaid Reform Legislative Oversight Committee):

  • April 16, 2008: Submitted waiver request to the Center for Medicare & Medicaid Services

  • Spring  2008: Submitted financing and benefit components of waiver request to the Center for Medicare & Medicaid Services

  • December  2007: Submitted draft concept paper to the Center for Medicare & Medicaid Services

  • August 2007 – March  2008

    • Draft program components
    • Develop initial financing modeling
    • Develop benefit model and cost sharing

  • June - August 2007: Research and analysis for program components, including:

    • Identifying the target population
    • Defining the benefit packages and any cost-sharing
    • Designing the delivery system
    • Coordinating with other programs and coverage options
    • Optimizing hospital and health care financing
    • Identifying and reviewing sources of state financing
